Raymond Walter Kelly is the first person to hold the post of Commissioner of NYPD for two nonconsecutive tenures. He spent 31 years in the NYPD, serving in 25 different commands and as Police Commissioner from 1992–1994 and 2002–present. Kelly also held most ranks in his tenure. After his handling of the World Trade Center bombing in 1993, he was mentioned as a possible candidate for FBI Director. Kelly however turned down the position.

 It appears from some of his other activities that March is when he decided to put this plan in motion. He came back from Pakistan Feb. 3, 2010. It may well have been an indicator of putting something catastrophic in motion.
